Failure to remit refund

I paid my bill in full (as always) and on time. I decided that due to several missed pickups and no credit given for those days missed, to cancel my account with Republic Services. I called them to inform them of such on 6/15/21 and was informed by their billing customer service agent named Dallas, that I would receive a refund for $19.42. She then proceeded to close the account. She also informed that the trash can could not be picked up until 6/24/21. I called again on 8/5/21 and spoke with agent Melissa about not receiving my refund and having rec'd a letter stating that I owed 31.70. She then transferred me to another dept. and I spoke with Laura in Billing and went over everything again. She stated she would pass the information to her supervisor and to listen to the conversation with Dallas as they record phone calls. She stated her supervisor would call back. As of this date 9/30/21 I have rec'd no call back from said supervisor. The above is my basic complaint.
