Extremely Poor Account Maintenance

I have an exceptional payment history on all of my accounts usually paying the entire balance owed in full. This is the only account CITI-Best Buy-Visa where I have paid in full and CITI shows zero due and zero credit available simultaneously. Customer service says it will take eleven (11) days to process funds which have already been released by my financial institution. In the mean time, card is being declined. They say this is normal. User's recommendation: DO NOT APPLY FOR THIS CARD.
