excessive flight cancellation fees

I purchased a round trip ticket from Los Angeles to Italy for $730.74 for travel in April 2020 from Travel Help Desk. Due to the pandemic, my flight was cancelled. As compensation, the airline, Alitalia, offered vouchers for future trips. I applied my voucher to rebook my flight for April 2021. The airfare had increased by $379.93, to which I paid. In March, I called Travel Help Desk, and was told by Tyrone that my flight was cancelled again and Alitalia was offering a refund and waiving all fees. I was then informed that I would receive only $450.00 of the total $1, 110.67, and I would have to wait 3 months before I would receive it. If Alitalia waived all fees and the U.S. Department of Transportation informed all companies that they would be obligated to refund 100% of cost of cancelled flights due to the global pandemic, it is clear that being charged $660.67 in fees is not only unwarranted, but counter to the policies of the USDT and Alitalia. That said, I feel entitled to receive the full amount that I paid for my travel. Thank you
