Estimated bill on zero usage……

My house has 2 electric meters.1 is exclusively for the water heater.The power from that meter has been turned OFF since around April of 2015.I have been getting charged $40.00 ESTIMATES ever since.I have spent several HOURS on hold with these IDIOTS trying to get my money put towards my bill.They simply refuse by passing me around to other IDIOTS until I get exhausted ND finally hang up...They have no intention of ever squaring up..They are CROOKS..Just like Hillary.......
