ECM repair

Charged for a repair they did not complete. ECM sent for repair. They returned product with no repair. Attempted to resolve with the company. I received an email they would refund my money but they haven't. They don't respond to any communications from me. I went through PayPal and the seller is saying they shipped my product, which yes they returned the Original Unrepaired ECM. They did not provide services I paid for. I paid $418.95 for nothing!
