Don’t accept a collect call that won’t charge your own phone.

I had to accept a collect call from a payphone (not from an institution), and it said it couldn't bill my phone number. The call was about 5 minutes at most. There was no announcement about their charges or rates, and that seems not lawful. I had to accept due to the importance of this call, and now there's a charge on my bank of $32! What a scam - thank you.
