Difficult retried for wrong Item shipped

I placed an order online and Chico’s sent the wrong size. I called customer service and was told there was a $7 charge to return item and I would need to provide mailing envelope. Told I could return at store for no charge. Went to the store in Manhattan Beach, CA and the sales rep said only customer service could process return since size did not match packing receipt. She said I would need to wait 10-15 minutes as she placed call. I was informed that the return is belong processed and it would take at least 3-5 days. The sales clerk said I would receive and email in 2 or so hours. She would not provide me any type of return receipt. Said “that’s all I can do” and walked away from the counter.
