Denied an application withdrawal

Someone put an application in for a card under my name. When I contact them about withdrawing the application after receiving a letter for more personal info, They wouldn't. If the name on the application is requesting the withdrawal, why are you pushing to hold on to it? If they allow this thief to get a card under my name after yesterday's conversation, they will have a major problem.
