Delivery promised — not carried out

We bought 2 bikes from Neoshein, which we saw advertised on FACEBOOK, for the cost of 319.98 US. We received notification that they had been shipped and it would take up to 10 weeks to deliver. No show after that time. I wrote to the company by return email several times and have had no response. What can be done?
