Company didnt send the complete order, yet billed us

We ordered 3 items. Full face mask set with cushion. Spare headgear. Spare cushion. Full mask set comes standard with cushion and is stated on the packet. Delivery came, no spare cushion. Have called many times since December, Jan, Feb, March being told they will send the missing item then reject the claim and won't send. A very dishonest company to deal with. I have documented proof of every call including a registered letter that was signed for on delivery and receipt returned to us but no follow up. No missing part supplied. 3 times I have been told a manager will call us, but no return calls. Now billing is threatening us for not paying, stating we have made no attempt to contact them. Billing is where I sent the bill back to explaining missing part and billing signed the USPS green return card I have in my possession. The phone number i called in Feb and March numerous times, each agent understood the claim and didn't understand the rejection from the packing shipping department. Rejection was based on Cushion being in the complete mask set. Correct. But third item ordered was spare cushion. Meaning 2 cushions total. Billing is for 2 cushions total. Either supply me the cushion or deduct the $57 off my bill They have done neither for 4 months. There is nowhere to go to get this sorted. Dec 2020. Its now April 2021. Sad. User's recommendation: Go elsewhere.
