commercial gas cylinder

Dear, I buy adnoc gas cylinder from mohmed al shamsi trading gas est distributor on previous week, but it was leak in cylinder head, i change regulator also but not a problem in regulator . He is not taking care of this i pay 50Dhs for this one.unable to use .. How can i proceed furthur, kindly advise Thanks in advance
