Closing cash drawer early

The CVS at the Watergate complex in Washington D.C. closed their final cashier with cash BEFORE the store closed. Obviously some clerks wanted to get out early. However, this is a violation of federal law. On each currency, there is a line about being used for all public and private debts. Now, businesses are trying to encourage people to use credit, fine, as long as cash lines are still available. The CVS identified here violated that requirement. In fact, the more I think about it, I will file a complaint with the US Treasury as well. Your clerks need to be advised of federal law, and should have reopened the cash drawer.
