changing shipping policy without warning

I used to ship wine from US to Hong Kong via comGateway. This time, without prior notice, they told me they couldn't ship the wine because of bla bla bla after the wine reached "my US address with comGateway". And they asked me to bear the cost of returning the wine (shipping and restocking if I return to the merchant) or shipping to another US address simply because they wouldn't do it now. I tried to reach them, but the only way was through email. Its email service was dis-organized. Depending on who picked up the email, I got 3 different responses to the issue; and the service team didn't talk to each other, different people emailed me on the issue with different email subject lines. That was really helpful...to confuse you further. Sometime you just can't solve things with email only.
