I was charged two $10 cash advance fees for two small purchases off ebay, totaling less than $12. When I called the company they blame paypal. I called paypal, they say it normal purchase charge, no cash advance and to do a cash advance through paypal I would have log on to my paypal account. I wouldn't be able to do a cash advance through ebay. After hours of phone calls Capital One said to bad. User's recommendation: Check your credit card statements closely.
