Cannot get help with birth certificate request

I placed my order on 3/14/17 for my husband's birth certificate. I uploaded the authorization signed by him and notarized, my copy of driver's license and it took me calling the company on 3/28/17 to see what the status was. At that time I was advised that a copy of my husbands ID was needed. I faxed it for the first time the following day. Since then I have sent if not once a day, several times a day, every day or other day a copy of his drivers license and its not acceptable. I have lighten it, darken it, made it bigger and smaller and changed the settings and nothing. I called earlier this week and was told that the State of NY rejected it. So I refaxed several times. Still I keep getting the same email that it is not legible. I've asked for a way to upload or email the documents, no solution given, just to fax it. Of course the fee was taken out of my account already (within the first day's the order was placed) but although the order was received, it cannot be processed. So when I asked to cancel my order, I get a standard message saying I cannot cancel because the order was approved. Really? approved by who? because it cannot be processed by your company. I call have to wait over 35 minutes to speak to someone if the line doesn't hang up while holding. I am very unsatisfied with this. It's a complete rip off. I spoke with the NY vital statistic office and they charge $10 not the $68 I paid to have this done. They are taking care of this directly for me now and I will dispute the fee with my bank. If needed a complaint will be filed with the BBB.
