Cannot change my PIN

I have called customer service twice to help me change my PIN to no avail. The system won't let me into my account! I rely on automated service to check my deposits from Social Security and when I transfer funds into my account to make sure they are there for use. I've done exactly what is asked to change my PIN and even customer service can't seem to successfully change it. Help!
