Can’t reach anyone

Someone got a hold of my cash app card number in charge 200 dollars at a target in my I tried calling the merchant and got the run around keep calling cash app with no response that is my water bill and so far nobody been any help to me chat emails phone calls nothing is working User's recommendation: Don’t know.
