$1900 bill for 6 months on ‘budget billing”. Scam Alert!

I was paying month to month, but switched to budget billing. I have an old ac/heating system that was refurbished and a pool that doesn't get usage due to weather, but still electricity usage is conservative and heating has only been used on really cold days for brief periods of time. Due to the unusual high bills I decided to have the account transferred over to my retired mother, since I'm not a resident of AZ, but my mother is and I was helping her out with her bill. I called TEP and the Rep didn't explain to me that the transfer would result in closing my account and that I would be owing $1,900 for the overage accumulated in "6" months. Outrageous and unheard of. Everyone tells me that your mother and caregiver are not consuming that much electricity and that TEP is ripping you off big time. Never once did TEP send someone to check the meter and the surrounding poles to see if there was an issue on TEPS side. I have to look into an attorney or something. Are there any resources available for someone in this situation, a complaint board or attorney who can represent me on this matter? This is not right in the slightest and who has $2k on hand for 6 months of alleged usage. Due in 2 weeks.
