$29 charge for a 7 minute call—R-I-P-O-F-F!!!

A relative called me COLLECT from a shelter in Quincy, MA. There is only 1 phone, and everyone stands around, in line, waiting for you to end your call. He used another phone to call COLLECT, and after giving ALL my bank account info, which I NEVER do, the call lasted 7 minutes...and to my surprise, lo and behold, while reviewing my checking account, I see a charge for $29.03 under "LEGACY INMATE - Cypress, CA" WHAT GIVES??? How do I get a portion of my money back??? This is INSANE!!! Has anyone ever received a refund on these outrageous charges??? Why is it that they don't warn you ahead of time of what the rate is before you accept charges on these ridiculous charges? I'm open to any advise from anyone else who has run into this problem.
