Ridiculous Hold Time

I have called Washington Gas twice today to set up new service. Both times, I was on hold for over an hour. NO ONE ANSWERED. I have never encountered a company with worse customer service!
I have been trying for three days each day hours on hold but no answers. even online requests and emails have been left unanswered.
