Poor service

(7:58) and taking the smallest banknote from the ATM will want to pay with it. To which the driver of the minibus reminds me: "I'm not a bank!" Sorry, but I want to receive the service and am willing to pay for it, but I just CANNOT! The funniest thing is that I expect a public bus (bus 4) and a trip on it, but it's the same! This offerer watches and says there is nothing to issue! OUR PEOPLE, IS IT NORMAL that drivers do not have change?
