Does not refund money for poor quality product

I bought a pan. Bake at home on an electric stove. The pan rotates on a circle, everything burns in the middle, it does not bake on the edges. The pan is deformed, bent in the middle. I take it back to the store, write an application to return my money. After 15 days, I receive an answer that no one will return the money to me, because everything is in order.
