Poor service

Why does Optus charge for substandard services? Why Optus does not respond to letters, letters are ignored from e. Mail sent because the call usually fails, always busy, which already means that lattekecom is full of unresolved problems. Why can't people like Optus be fined for providing poor quality services? Maybe then Optus would start thinking?
