Poor service

The institution has very unfriendly staff. (not everyone, of course) the staff behaves very unkindly, 103. Kab watches and twists, as if "what I have come here to disturb them", answers my questions unkindly. It seems to me that employees in public administration (and not only) need to create a good impression and image for the Australian authorities! My assumption is, if there is such a hideous attitude, it should be possible for new employees, as would have to say frankly, not did not want to stay longer, but go away faster.
