HELP! My order has not yet arrived. Order #252****

My past orders generally took 3-weeks to come in but this Order #252**** has tracking info showing delivery to California on Oct. 28. It’s been 4-weeks with no updates. I suspect the package has been lost and I should just reorder and pay again, such that it is. Can you refund me $162? Please reply.
