Poor service

Today I would like to travel to the city by bus Nereta-Jėd Kabpils. As I do not withdraw money from the card, I only use the card. I also wanted to pay for the ticket on the bus with the card, as I have always done so far. Saying how I would like to pay with the card, the driver said that with the card can not pay, only with money. So I didn't get to work because I don't have cash! As far as I know, there is a law that every bus in the Jekpils region must be able to pay for the trip by card.
