My Shoe Store.com charged my visa but never del. or refunded my money

On 2/10/08 I ordered a pair of shoes online from "MyShoeStore.com" My Visa was IMMEDIATELY charged in the amt. of 88.92 Due to non delivery and the fact that their phone message said they were "closed due to circumstances beyond their control" for 2 weeks On or about 3/3/08 when they finally answered their phone vuskI cancelled...
