Waiting for the doctor on duty

At 16:30 I arrived myself for an appointment at AClinic Hospital. 16:45 I was accepted and taken to the gynecologist. We were 3 girls. At 16:50 the doctor went out and said that he had been called for surgery, you were sitting waiting. At 19:30 came some new doctor from the department and says to accept. I was admitted at 8:30 p. m. IT IS NORMAL? Sit for 5 hours, wait and say nothing specific to lunch. What is the attitude towards people, or is it really the only doctor who has to work in surgery and have surgery. Exactly the same case happened to me 4 years ago, identical situation.
