Product not delivered, money is not refunded

I bought a Delonghi coffee machine from the company, which was not delivered for 2 months. Every week a nice girl on the phone convincingly told me that this week will be. Was not. When I sent the request for a refund, for the second week in a row, the same kind girl tells me convincingly that in 2 hours the money will be credited. This has not yet happened. What actions have been taken? I have to start by contacting the CRPC and, if necessary, further. Unfair and disgusting commercial practices!
