Well now

What do I do? In 2010, I borrowed 50Ls from them, at the time I repaid it back, but finally I forgot to pay the fee for the loan 10Ls, but the most interesting thing is that for 2 years they were silent about it. And now they have sent me an e-mail to pay a contractual penalty of 60 USD, otherwise the case will be transferred to the debt collection company. I do not understand whether it could be that a contractual penalty is also collected for the execution of a contract. Please help with tips!
