What to do?

Please help with tips! In 2010 I had borrowed 50 USD from them, I repaid them during... At the end of 2019 I received an e-mail from them that I am showing 60 Ls, if I do not pay, I will transfer the case relevant authorities. Start by inquiring about the case. It turns out that I had not paid 10 USD for the loan, then I transferred them to 10 USD, but it turns out that in 2 years these years I have already increased the 50 USD penalty... but I don't understand why then have been silent about it for two years...
