Car recalls and wire cut and splack together like a flood car

I purchased a car from JDA Automotive on Garners Ferry RD. Columbia South Carolina the car didn’t have any fluids in it and all the wires were cut and splack together with electrical tape the car would stop me in the middle of the road stopping so hard it felt like the tires were going to eject...
