Electricity billings when we have power outages

I have had no power on the 27/03/2021 from 10am until 21:30. I have checked my consumption report and i was billed for this entire day…even though i had no power…is this even legal? I do not recommend anyone to open an account with paysera.com. The fact that I wanted to transfer 50 dollars to an account that they didn't like for some reason, they simply blocked all the funds in the account for a month! I haven't gotten them back yet! If you don't want unexpected problems, you better not get involved with them!
