Seatbelt Malfunction

I own a 2009 Infiniti G37S convertible and the seatbelts will not retract. I understand that ITB11-012 is the Infiniti directed repair. i AM DISAPPOINTED THAT MY DEALER DID NOT ALERT ME TO THIS PROBLEM. My vehicle has 58,000 original miles is this repair covered by warranty since it is safety related? VIN is {{Redacted}}.
