Uniform

Hello! I see the controller and the so-called security guard boarding the public transport. I can't define him as a security guard, because a person has put on pants and a jacket that is uniforms, but the hat is put on like a clown with a cap on the back and the hat does not match the uniforms. I very much doubt that sports hats are designed for shape. My immediate question is, is the so-called security guard at all entitled to object? The guard is not at work because he does not follow the regulations for wearing the uniform, so it is an ordinary person who does not perform his / her day-to-day duties. I mean for the koblenz security company vagag to train security guards according to the specifics of the job. I do not consider such a person to be a security guard on duty.
