Transfers that are not transferred

For the second week in a row, no money has been transferred from your UNIBANK account to another bank account. It is not possible to understand whether they are independent "mistakes" of bank employees, or whether money is deliberately withheld... I would very much like to know where and to whom about all this permission (human Fraud) could you complain?
