Fraud

Location: 42 Dzirciema Street, SuperMarket. 17.10.2018 I entered the parking lot, where I noticed that parking for a certain time is free, but I have to specify the time when it stopped. There was a sheet of paper where to write, but there was no pen, so I ran literally for 3 minutes to buy a pen to specify the time. When I go to the office the employee imposed a penalty, but sees that I came with a pen to indicate the time and explain the situation. Says nothing can be done to email an email and cancel a sentence. It has arrived on time and Citypark has not replied to my email.
