Unreasonable withholding fee

I received an invitation on November 16, 2020, and went to pick up the shipment on November 17, 2020.. It turned out to be a reminder. So I was charged for storing the shipment. But I have not received the first invitation. I check my mailbox regularly, I don't throw the ad out, but I take it home. I am very careful with this case because I am waiting for several shipments because I can never know if I have provided a phone number. I was especially looking forward to this particular post, so I always looked carefully at the contents of the mailbox. I consider that the storage fee was charged unreasonably and unfairly. Yes, I can't prove I didn't receive the invitation. But at the same time, the mail can't prove that the invitation was dropped in my mailbox. Why can't the system be designed to ensure that citizens receive 100% of the invitation? I had a phone registered at my address in the mail. Why then couldn't I send a text message? Because you can also check a person's identity by document at the post office. Of course, it is easier to pretend that the customer is to blame for not receiving the invitation and so charge money. Consumer rights are not protected at all in this case and postal workers can do whatever they want.
