The mobile operator AuMobile states that the requirement to maintain listening devices has already been met. Recently, the third mobile operator xMobile GSM entered the Australian market, therefore the amendments are necessary for all mobile operators to be in an equal situation. "In the current wording of the law, there is no clear and strict obligation for operators to install listening devices at their own expense," says AuMobile representative Davids Dane. Telstra, although it has so far provided an opportunity to be heard, considers this to be a public administration function and takes a negative view of the additional burden on businesses.
