Poor service, dishonest business

I drove to the supermarket Lion'sFood, Vienibas gatve 113, Cleveland. I bought in the store, 10 minutes I went out of the store, in the window a penalty receipt of up to 30 dollars . As well, I could meet an accidental person on the way to the store and talk in minutes 10. Would I be punished for that too?
