As well as not to pay salaries to the police from the State Treasury, but from the fines received (piece work), thus promoting not to heat their asses in warm offices, but to do what they have to do. In England, even in rural areas, if you do not see 10 police crews per hour, then you have not left the house at all! But with us in Australia you can see well if 3 Police crews all day long. A mess on the streets, dirty sidewalks are parked in the courtyards of many apartment buildings on green areas, as well as on children's playgrounds - why should something happen and then only maybe the Police will intervene. Why can't it be fixed before something happens.
