Overpaid taxes

Today I went to SRS on Freedom Street to find out when I will finally be able to receive overpaid taxes [more than three months have passed]. I stood in the office for 1 hour long.. What to do, where to turn to find out something? Has the crisis really affected everyone so far that no one can even answer the question posed to him within his competence? in the departmentmaybe then they will be afraid of their jobs and know more?
