Cant unlink account for second time this year I need to change it for the last time

So I recently unlinked my account from a ps4 and linked it to a Xbox. Then I bought a ps4 and I am now trying to unlink my account from the Xbox to the new ps4 and it wont let me. User’s recommendation: Unlink once every 12 months.
