allowing non-service animals in store

I was at the Leisure World Giant in SIlver Spring, MD. A non service animal was being carried around the store. Occasionally it was put down or passed to another family member. I believe this to be unsanitary, as them the owners would handle food they did not put in their own cart. I asked store management and they stated Giant policy did not allow them to keep non-service animals out of the store.
