Missing pick up service

My trash pick up day is every Thursday. Yesterday there is a car park in front of my garage door with no driver inside, then the trash car can't go through to pick up my recycle bin. I understood that's not their fault, but either am I. Then I called the WM company right away, the agent told me the driver would come back that day. I waited until 8pm, no one showed up. Today which is the following day, I called the WM service number again, the agent told me they left the note there, the driver would come back for sure. I asked about when, they even couldn't give me a time flame. By the end of the day, No one came to do the service again. What kind of customer service they are. So terrible. I paid for my service, but not being served. So I am really doubt about WM company's system. It's a really simple problem to solve, but no one could take care of it. Their slogan is make us life easier, but by this case, they actually make my life harder. I deal with them 2 days in a row. Called them 4 time. No one can fix this tiny little, simple problem. They need to refund what I paid. And also pay for my emotional distress.
