Impound department

I've been trying to get a form faxed or mailed to me from the impound department at chase, since the 17th of March. I've called numerous times, inly to be connected to a customer service rep in India. The connection is so poor, it breaks up continuously and when i finally get someone on the phone here in the States, they don't get their call answered from the impound department. They never answer their phone. My car is sitting in the towyard and its costing me $48 daily. The leadership of Chase need to fix the customer service.
