booked hotel room in Rockport Ma

Booked a room on August 10th to the 11th at the rockport inn and suites for one night. Specifically booked it for the hot tub due to an arm injury and needing the heat. I paid 290$. Checked in and went to dinner. Came back bring my boys to the pool and me to the hot tub... NO TUB. Just a filled hole in the ground, but the spa sign is still up. Another client told me it was removed recently and she wasn't happy either. At this time it was 8:30 pm and I very well couldn't move my boys to another hotel. I attempted to call expedia and after them saying an agent will be with you in 2 minutes (wait time)... 2 hours later I hung up... Nobody ever answered. Can't reach them to complain! PS I have photos of the sign and the filled in hot tub but they are in my phone... I can provide them upon request.
