Payment not received and cannot log in to the benefits to complete their form

Hi, The EDD did not pay on Friday as they usually do. I logged into my account 6/25 and 6/27 to see why. On 6/27, they added a form to be submitted on 6/30 that asked whether I have or have not returned to work. I was not allowed to complete this form ahead of time even though my return to work date is 7/4. I tried to access my account yesterday and today (tried about 15 times) and all of the times I got an error message "this website does not exist". I called today. I was on hold for 55 minutes. The lady (did not give name) kept repeating that she can't do anything without the form and I kept telling her that I am not able to log in. She hung up right at the point when I was going to ask for a supervisor. Now I am on hold again. I find this completely unacceptable. This is not the first time they had just hung up. I am dealing with cancer and really don't have a lot of energy to be treated like this.
