Sent wrong size, gave me a run around on sending replacement and providing a refund

The seller offered a replacement and if that wasn't satisfactory a refund. The replacement never arrived. When I inquired with the seller (many times), they always told me "Have a wait" or "We will check." They ignored my requests for a refund. They did nothing but stall.
