Failure to fully refund cancelled booking

I made a booking for 2 rooms (double occupancy) at the Romano Palace Hotel (18-22 Sep) at 6.17pm at a cost of €888.36. I was allowed a full refund if cancelled within 24 hours and I cancelled the booking at 6.22pm, 5 minutes after the original booking. I cancelled as despite booking for double occupancy the confirmation e-mail indicated single occupancy. I received an immediate confirmation of cancellation stating I'd receive a full refund of €454.51 which I did, a shortfall of €433.85. The Agoda e-mail indicated cancellation of only one room but online the full 2 room booking was cancelled. This is simply theft. I will not be using Agoda again as they simply are not trustworthy with no customer service available to resolve such disputes. The worst service ever!
